In Haskell we may be given a negative number, this is out of the description and apparently there's nothing like that in other languages.

Several issues that you could work on ;-) :

• you are not reinitializing CONST at each function call, so later calls will keep adding digits to the same string
• you are putting digits into CONST in the wrong order : 123 becomes 321
• if n is 0, you are returning the empty string
